Based on the requirements in the Common App PRD, start doing high-level planning for implementation

AC:

• Review designs (linked in PRD), flag any questions/missed screens
• Review PRD, flag any missed requirements
• Outline implementation plan in "Approach" section of PRD - focus on delivery in testable chunks
• Create high-level tickets for testable chunks of work if possible
• Where possible, answer questions for engineering in the PRD
