Setting up the e2e IBCv2 tests on-chain

Reasonable starting point would be to take a look at tests the relayer ibc-go uses for e2e tests: https://github.com/cosmos/solidity-ibc-eureka/tree/main/programs/relayer and figure out if we can reuse it.
