Preserve metadata when submitting extracted URIs

Is your feature request related to a problem? Please describe.
When resubmitting a file, the metadata is currently prefilled in the form - this is great! There is however a place where we also could do it, as it would help to stick related submissions together (e.g. by ticketing ID etc.) and help with further processing - for example, I use metadata to automatically archive all related submissions outside AL once I decide it's worth it.

Describe the solution you'd like
When clicking on "Submit URL" in a context menu of a tag, prefill the submission form with metadata of a current submission, the same way as it's done when resubmitting a file

Describe alternatives you've considered

• making it optional
• configuring somewhere which metadata to preserve

@cccs-nr This would be same logic as when we resubmit a file in a submission context, just applied to URLs tags or anything else you can resubmit by (ie. metadata).
