Check Current Password when Modifying an existing user

When you go to Admin -> User Management -> Modify selected user,
We should add a a new field Current Passowrd so that a user password is only modified when the Current Password is correct.
This field should only exist on Modify user not on Creating a new User.

The Admin should have the priviledge to change a user Roles but not Login Name, and Paaword unless the Current user passowrd is correct
