Add data prep tool

Thus far it seems like one of the major hurdles folks have when using the tool is getting the data setup in the way the tool expects. Just wanted to put this out there for future thought. Could check the input GDB for and add the domains if they are missing. Help guide the user through calculating their values over. Look for any significant percentages of missing values. Seem like it would be a real bummer to wait for a couple of hours while the basic segmentation tool runs only to find out that 2 of the 10,000 segments actually had a value for speed limit for example.
