Trouble getting transpose to work without -clear

Below is part of my bank yaml file. If I have "- clear" in my router_rules then everything is played an octave lower. However, I don't want to do - clear because it makes the jazz kit (on midi channel 10) stop working, as well as mod and pitch wheels...

    router_rules:
      - clear
      - {type: note, chan: 1, par1: 0-127*1-12}   # everything down an octave

I'm not sure, but it other answers it seems like the "- clear" isn't required before the transpose, so I'm not sure what I'm doing wrong. Any ideas? Thanks.

I guess the issue is that without the clear it plays the transposed note and the original note together. I just want the lower note to sound.
