Support localized time formats in UI #4767

Feature description
As a user, I would like to be able to show timestamps in my local format. This could be a global setting for the organization, but should also be possible to change for each user.
A lower effort alternative would be to at least support choosing between displaying timestamps with 12 or 24 hour.
Why would it be useful?
This would allow users to see dates and times in their local format, making it easier to correlate instinctively and improving the user experience.
Additional context
An example from audit logs showing US-formatted date with 12-hour time. A large part of the world uses 24-hour time, and these would show as "15:16" instead of "03:16 PM"
