Execute a workflow for a country based on frozen code

We need to make sure the main branch is up-to-date and frozen and part of this task is also to create a baseline results (including all intermediate files) for Ethiopia so that we can verify any code changes to teh template later

@JeremyDanielCooper I think we should provide a sample user data ( the {root}/data folder ) to make it reproducible for the users, the data can be truncated to smaller files just to show case how the workflow works and be able to produce intermediate files that we can validate if any changes cause regression later.
