Detection of h not prox-bounded #176

Our simplistic test at the beginning of each solver is insufficient. We should try reducing the value of $\nu$ until an $x$ with finite $h(x)$ is found. We can declare $h$ improper if one hasn't been found after, say, 5 attempts.

EDIT: this test checks that $h$ is prox-bounded, not proper.
