Enable identification documents flow: Does not work with email identification factor.

Describe the bug

If checked "Enable idenfitication documents flow" and send signature request to EMAIL, the recipient gets error "You do not have permission for this action" when confirming signature.

Should be some means for recipient to submit their identification documents

The identification documents flow feature is currently paused, as mentioned in these related issues:

• Identification Document cannot be validated in Libresign #1956
• Enabled "Identification documents" flow does not ask for document upload #2884
