Describe the feature

The multi-chain refactor of EDR is significant. We want Hardhat 2 to move to the multi-chain version of EDR as this will reduce the ongoing maintenance burden of bug fixing across Hardhat 2 and Hardhat 3.

Release the multi-chain version EDR to the large Hardhat 2 user base will drive previously undetected bugs, increasing our confidence in Hardhat 3 as we push for adoption.
