As defined in hiero-ledger/tsc#111 we will transfer this repo to https://github.com/hiero-ledger in near future. This issue should be used to track the workflow of the migration.

Define Committer and Maintainer list of repo
Transfer full repo to Hiero
Setup default Hiero repo config regarding security and best practices
Change groupId from com.open-elements.hiero to org.hiero.enterprise
Change base package of all modules from com.openelements.hiero to org.hiero.enterprise
Update jreleaser.toml
Do a new release of the project
