chore: migrate from tslint to eslint

tslint has technically been deprecated for something like a year. It isn't a priority -- it works very well as it does right now, but it isn't maintained and at some point the project should be using eslint instead. There exists a migration guide, but I don't think it's a simple fix (at least not at a glance).
