The option is still there, in the Configuration (previously called Config File) tab/pane of the in-app Settings menu. In Settings, the password is called "Settings password", even though SEB will ask users to "Enter exam password".

Maybe you're not able to enter the in-app Settings. There has been a change in SEB 3.6 with the purpose to not allow students to open the Settings window, even if the exam creator doesn't manually disable the settings menu (in Settings / Configuration / Allow to open Preferences window on client).
