Consider trying to unpin bioio, bioio_base, and tifffile and drop python 3.9

With Bioio 1.5.0 and bioio_base 1.0.5, a few breaking changes were introduced -- and tifffile remains pinned in order to keep support for python 3.9.

So, I need to either drop 3.9 support or find some other alternative solution.
Currently, I want to keep 3.9 support because many of the batteries-included plugins have only been testing on python 3.9
