editor.getTextCursorPosition() with offset values

Yes, the current getTextCursorPosition() doesnt get offset value of where the exact location of the cursor is at. It only has the details about the blocks and nothing about the exact cursor position.

editor.getTextCursorPosition() should return the current blocks along with offset

@YousefED I've put in #1894 as a very rough draft. If you're happy with the approach I'd be super keen on getting something like that merged into main. We're using it to edit tables and preserve cursor position so would be much appreciated if you have any feedback
