This is old issue in X11 you can see details here https://gitlab.freedesktop.org/xorg/xserver/-/issues/258
To fix this I used this PPA https://launchpad.net/~nrbrtx/+archive/ubuntu/xorg-hotkeys
I tried installing xlibre on Linux Mint from https://github.com/xlibre-deb/ubuntu and this bug still happens.
Seem like there is already patches to fix this, so should be easy to implement

Steps to reproduce

1. Have 2 keyboard layouts
2. Set hotkey to change layout to Alt-Shift (or Ctrl-Shift)
3. Press Alt-Shift and hold
4. Release Alt
5. Try to type something while holding Shift
6. Text is not capitalized

What did you expect?

Text should be capitalized
