Feature Description
Implement the Create New Plan API to allow users to create new physiotherapy exercise plans for their pets.

Describe the solution you'd like
This API will enable users to create new physiotherapy exercise plans, including details such as plan type, condition, weeks since surgery, mobility level, and pain level. The data will be structured according to FHIR standards to ensure consistency and interoperability, helping users manage their pets' rehabilitation effectively within the app.
