We have made relevant changes in packageurl-python library to support advance/base parsing of PURLs according to the tests specified in purl-spec, also we have fixed the purl-spec test cases wherever it was needed.

To test this, pick a valid and invalid parsing test from https://github.com/aboutcode-org/purl-spec/tree/main/tests/
