Wrong default Tolerance parameter in kernel SVR

Issue description
Seems the default value for eps/Tolerance parameter in SVR is 1e-3 but the documentation said 1e-2

Thanks a lot @csalperwyck, I've just updated the documentation to mention that the default value for the tolerance is actually 1e-3, just as it's the case for the SequentialMinimalOptimizationRegression class.
