IBC: Implement Shielded Actions (shielded swaps)

• Sync with Yuji to determine how we should integrate with IBC Shielded actions
  • Regarding passing shielded tx into memo field - how is this handled by SDK
• Define a basic UI to perform those actions (starting with shielded swaps -> See Osmosis for example of token swaps)
