Research Question
Single sentence description: How can we characterize the "service population" of a transit agency?
Detailed description: @indexing is looking for an agency-level table counting and describing populations served by Cal-ITP-client agencies.
How will this research be used?
This will be used to create talking points for communicating the success or potential success of Cal-ITP services (Benefits, open-loop). For example, a regression analysis of benefits enrollment on population/agency characteristics and benefits enrollment for existing agencies could be used to identify the predicted enrollment for additional agencies.
A less-summarized version of this table (stop-level) could be used for #1128 and the agency-level table could be used for #1542 as well. This research could inform a future warehouse table.
Stakeholders & End-Users
@indexing is asking the question, along with other Compiler staff. The most obvious audience is legislators/the GO, but this table has other use cases as identified above.

- same as above, using census tracts intersecting a 1/4 mi buffer around a stop for now

What does "low income" mean? For the purpose of Benefits, it means people enrolled in SNAP/CalFresh. This data needs to come from elsewhere and will be addressed in a future issue.
