[Research][Data entry] Find and add new civic apps to the platform

Find civic apps from Romania to be added to the centru civic platform.

Add apps to platform by filling in the form on the site (they will later be approved by an admin) or add a comment here on the issue with the new apps suggestions.

We are looking for both active and non active (not in use anymore or not maintained) apps.
