[Multiple forms] Save form: Supplementary validation at save form action

As a user, I want to be warned if I haven't selected critical form options, so that I can review and confirm my settings before saving the form.

Acceptance criteria:

• When the user clicks "Salvează formular" (Save Form):
• If any of the following options are not selected, a confirmation pop-up appears:
  • Online signature is not enabled.
  • Email notifications are not enabled.
  • Page visibility is set to private / Doar eu
• Pop-up content example here + all the cases that can happen
• Actions:
  • Save anyway/ Salvează formularul oricum — proceeds to save the form without selected options. The user is redirected to the "Cauze" list page.
  • Back to edit/ Revizuiește setările — returns to the form editor so users can review their choices.
