[NGO user] Improving alerts on Date organizatie+Formular organizatie

Goal: Make sure that NGO USER takes all actions to correctly set up their redirectioneaza.ro NGO profile and do not miss features, also that they are aware of their form "status", communication with the user is improved.

Alerts should be displayed on top of the page, above or under page title.
Alerts should be displayed in a priority order, iterative and not stacked, in order to not overwhelm the user.
Alerts 1.1, 1.2, 2.1 and 2.2 should be implemented
