VM Creation and SSH Execution

The main points of this PR are:

1. VM Creation:

• Dynamically fetches VM configuration details from APIs for Terraform input to create vm

2. Shell Script Execution via SSH:

• After VM creation, establishes an SSH session to run environment setup scripts.
• Executes existing setup scripts to prepare the VM for application deployment.

3. New Shell Script – setup-runtime.sh:

• Installs required project dependencies by runtime.txt
• Execute commands written in Procfile
