Restore or add PWA push notifications guidance

Description

The original content and cross-links to the example had to be removed on #35524 because the Blazing Pizza Workshop had the cross-linked context 🔪 out back at 8.0's release. We're discussing offline if the content should come back. If so, I'll bring back the original remarks and cross-links. If not, we'll probably resolve this by creating an article on PWA push notifications.
