SDK's NuGet localization is sub-optimal, and incorrect for SB

The NuGet localization in the SDK is a bit sub-optimal, and incorrect for SB. Here is what I see:

• Both the SDK base dir (sdk\10.0.100-rc.1.25411.101) and the NuGet.Build.Tasks.Pack Sdks dir (sdk\10.0.100-rc.1.25411.101\Sdks\NuGet.Build.Tasks.Pack) contain localization assemblies.
• The source-built sdk has multiple copies under the NuGet.Build.Tasks.Pack dir (under CoreCLR as well as the base dir)
• The source-built sdk is missing localization under the sdk base dir.

Makes sense: NuGet/Home#14046 and should fix this: https://github.com/NuGet/Home/blob/dev/accepted/2025/consolidate-pack-and-restore.md.

We basically want to remove the pack SDK and move everything to the SDK base dir.

If everything will be in the base SDK dir, then SB will need some fixes. It looks like it is not building the NuGet.Localization package. Is this needed? - https://github.com/dotnet/sdk/blob/main/src/Layout/redist/redist.csproj#L32. I'm not spotting off hand how this is excluded from the source-build of nuget.client.

The package wasn't built during source build because we had a different loc system.
I think now it's buildable, so maybe it can be added, right @mmitche?

That being said, the localization package being built should be unrelated to the changes I'm talking about in #50218 (comment)

Yeah I think it can be added now. That should (with SDK reaction) align SB and MSFTs build, barring additional bugs.
