UI and Functionality Improvements

1. Footer Divider Added : Introduced a horizontal divider line at the top of the footer to clearly separate it from the main content.

2. Scroll Arrow Icon Enlarged : Increased the size of the scroll-to-top arrow for better visibility and improved user experience.

3. About Section Image Border : Added a subtle light-orange border to the image in the About section to enhance visual distinction.

4. Schemes Page Display Fixed : Resolved the issue where schemes were not displaying. Fixed frontend–backend proxy and environment setup. Schemes are now rendering correctly.

Please review this and assign it to me with gssoc and hacktoberfest labels.
