Gaps between NUTS regions

There are visible gaps between NUTS regions when nutsbn are not drawn.

See this example from eurostat-map when using 'mixed' NUTS levels. The value for Belgium is drawn underneath the NUTS2 regions and the red polygon comes through the gaps between the NUTS regions.

These gaps also 'shine through' when using thin borders, causing a pixelated look:

Would it be possible for the NUTS polygons to be touching to avoid this 'leakage'?
