Functional tests on a dependabot are currently taking 27+ minutes.

We need to get the total CI test time under 15 minutes (maximum value). Ideally, we should shoot for 5-10 minutes. One of the few RFCs I authored (back when the team used to do RFCs) was on testing performance expectations: https://salesforce.quip.com/HajwAa7ED0E5.

Reduced test time is worth investing in.
