Add Smart Contract Testing with Foundry tutorial series

Problem

Currently, there is one tutorial setting up foundry and writing a unit test.
I have identified 3 more tutorials and have started drafting 2 of them to be added to a Hedera Smart Contract Testing - Foundry section.

Solution

The Hedera Smart Contract Testing with Foundry series will include the following tutorials:

• 00-setup-foundry-and-write-basic-unit-test (in progress) The preview: https://github.com/hedera-dev/preview-hedera-docs/pull/11
• 01-test-an-event-using-foundry (in progress)
• 02-fork-hedera-testnet (coming soon)
• 03-minte-1-thousand-usdc-on-hedera-mainnet-fork (coming soon)

The two under in progress will be up for a code review soon (aiming for this week)

The ones coming soon are incoming probably within the next week or so.
