Description

This HIP proposes a mechanism to make Hedera Consensus Service (HCS) topics truly immutable and rollable by:

• Allowing Submit Keys to modify themselves (like HIP-504) and to be set to dead keys (all-zeros Ed25519 public key)
• Providing a mechanism to make Admin Keys permanently unusable

Solution

• Introduces ability to make topics completely immutable through dead keys
• Aligns with HIP-540's approach to key immutability
• Maintains topic state in consensus nodes while preventing future modifications
• Provides clear transition path from managed to immutable topics
