Can custom images be made public?

My colleague built a Matlab toolbox that they want to make public soon, and they would like to include CI workflows in their project. The license would have to be supplied through a variable (and of course not be made public), but ideally the image itself, which consists of Matlab toolboxes atop the base image, could be shared. It would be hosted on DockerHub.

I'm not sure if this is allowed, could you help clarify?
