Turn `[text]{#modal-<id>}` into `[text]{bs-toggle="modal" bs-target="#modal-quarto"}`

It would be nice if the filter could expand [text]{#modal-<id>} (or [text](#modal-<id>)) into the full form [text]{bs-toggle="modal" bs-target="#modal-<id>"}.

Likely to require the filter to happen early in the Lua filter chain, thus for the following issue to be fixed:

• Filter extensions can't be specified in combination with processing phases quarto-dev/quarto-cli#11750 (fix: extend filter path resolution to support at/path filters from extensions quarto-dev/quarto-cli#13067)
