[Feature Request] Add button to force restart promptflow server

Is your feature request related to a problem? Please describe.
Restarting the promptflow server requires a command execution, if server is in unhealthy state the tracing outputs are not captured.

Describe the solution you'd like
A button in the "Trace Collections" menu to restart the server and fix the tracing.

Describe alternatives you've considered
A button in the quick access area to do the same might help as well.

CLI has command pf service start --force to force restart the prompt flow service, so might need @JYC-99 to take a look and estimate from the UX view.
