Disable extension button disappears when clicking the tab title bar

Steps to Reproduce:

1. install new extension
2. click the title bar of the tab group

Expected:
nothing happens

Actual:
Disable button disappears
also the extension preview goes blank and refreshes

Does this issue occur when all extensions are disabled?: Yes
