Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.104.2
• OS Version: Ubuntu 24.04

Steps to Reproduce:

1. Configure VSCode web with a defaultLayout containing a file in each of the 2 default columns
2. Make sure there isn't any remembered previous layout for this workspace
3. Load it while the window doesn't have the focus
4. Both editors now think they have the focus, and the first one will get all the keypresses

I'm actually not sure how to reproduce inside VSCode web directly, I'l talking about providing this layout to the IWorkbenchConstructionOptions interface
