When decimal separator is a comma, the parsed Money value does not utilize the decimal placement

e.g.

Input: :61:2111091109C19053,79NTFOOBARXXXXXXXX
Output: 1905379

2 years late, but Mt940Parser.Parse can take a CultureInfo as a parameter, and CultureInfo.GetCultureInfo("fr-FR") uses commas.
