V5 of the Okta GoLang SDK seems to lack support for "permission conditions"

This seems to be a result of the Open API Spec lacking definitions for the "conditions" key in the API request body - okta/okta-management-openapi-spec#224

The missing support for this is somewhat blocking a fix for okta/terraform-provider-okta#1571
