ocb release is tied to the tag being the same with the core repository release

We had to retag the release with a different version number to fix a bug in the opentelemetry-collector-releases repository.

As result, this build failed on release.

The step "Checkout the core repo" fails:

Error: A branch or tag with the name 'v0.115.1' could not be found

I think this could be solved with a file similar to the distro manifests we have, but for the builder. The file could contain the version(s) to be used for the release
