fix(dept-news): update dept-news to dashing-dept-news 0.1.1

## Issue

The `dept-news` template is currently inconsistent with the template reference, primarily due to the rapid changes in both Typst and Quarto.

## Goal

Update the `dept-news` newsletter template to align with the latest `0.1.1` version.
