Describe the bug
On a fresh docker install v0.6.0.2021, trying to save settings returns "unauthorized".

To Reproduce
Steps to reproduce the behavior:

  1. Register new user
  2. Set new user as admin and checked
  3. Login as new user
  4. Go to Settings > Media and disable public upload
  5. Press save
  6. System returns "unauthorized"

Expected behavior
User set to admin should be able to change settings, not just read them

Additional context
Saving settings work fine from the "public" user (id 1).
Environment is set to development
