Removed redefinitions of toupper etc. in gcc source tree that conflict with new macOS headers.

The gcc build fails because of some updates in the latest macos standard library headers. The definitions of
toupperetc. conflict with those in the headers as is reported in octave-app/octave-app#267.These defines seem like just some safety checks. I removed those lines in
safe-ctype.hand the build passes now.The original issue is in FiloSottile/homebrew-musl-cross#51.
