[Feature request] Toggle for disabling all payments

Hi!

Would you consider adding a web banking feature toggle/permission to disable ALL transfers initiation (SEPA transfers, standing orders, etc.)?

At Aircap we offer our own payment initiation method via a dedicated fork of the web banking. However, users can use the official Swan web banking and bypass our payment initiation method.

We can submit a PR for the web banking, but the Swan dashboard and GraphQL API would also need to be updated.

Yes we have, but a user can still initiate transfers to saved beneficiaries and create recurring orders.

Hello @ThomasKientz we planned to update the way this permission works but unfortunately we're fully staffed for next month so we'll not be able to work on this before December.

Hi @Epimodev and @bloodyowl, I have pushed #1293 to fix our critical situation. With this fix, a user cannot create standing orders to new beneficiaries, so it solves our issue completely as it prevents our users from bypassing our frontend and initiating transfers from Swan.
