I removed the rpmfusion repos because the list of errors was much larger than this, but I still can't install steam, any idea why this happens?

try reinstalling libva. Fedora, Terra, RPM Fusion and RPMSphere do not provide libva-1:2.22.0-1.fc41.x86_64, so I am not so sure where you installed it from, but it seems to be the issue.

The problem persists even after installing a clean system without rpmfusion, I am using sericea-nvidia provided by the ublue guys.

From what I remember without the terra repo and trying through the negativa17 repo it was possible to install steam

This probably would not solve it, as libva from Fedora is still the newer version.
