according to is manual
https://packaging.python.org/tutorials/packaging-projects/
i have Generating distribution archives but not Uploading the distribution archives
it gives me following error

and if it is fine to not upload the distribution archives then please give me idea what information i am going to fill in following docs

LICENSE
README.md
such as author and other fields
