Document create-vue Typescript setup

It was suggested that this is the best place to document the tsconfig setup output by create-vue. I've written much of this doc already, over at vuejs/create-vue#265, though I need some help with the final parts. Is this something that would belong in the vue.js docs? If so, where?

It is, and it's still on my list. I just run a startup so hard to find time :)
