optgroup element text is incorrect

What is the issue with the HTML Standard?

The element's group of option elements consists of the option elements that are children of the optgroup element.

This is supposed to be no longer true and it's something much more complex now. It's nearest descendants, but there can't be interleaving optgroup, select, or hr elements?
