Fix developer UI link in EM and Cloud

Link should be generated correctly when meta proxy (proxy/cluster/cluster_name) is used

Currently we have ui-host/cluster/undefined/internal in EM, there should be ui-host/proxy/cluster/cluster_name/internal

The same is applied for cloud
